Charles Elam, 89, of Memphis, passed away March 6, 2022. He was born on a small farm in Scranton, TX, growing up he attended school in Scranton and graduating in 1949. After graduation he joined the U.S. Air Force and was sent to Lackland AFB in Texas for basic training. He was honorably discharged in December of 1953 with the rank of Staff Sergeant.
He married Kathleen Huff in December of 1951, and were married over 65 years. Charles considered Kathleen his best friend.
Charles began work with the Swift Meat Packing Company in Memphis and in 1958 he went to work with the Department of Agriculture in their Meat Inspection Division. While with the Department of Agriculture he served in numerous positions through out the United States and its Territories. He received numerous awards and served as Chief of Import Operations, Meat and Poultry Division. He then became director of Labor Relations for the Food Safety Inspections Service, USDA and retired in 1988 with 30 years service with the U.S. Government. During this time he also attended Ohio State University and was there during the Vietnam Riots.
After retirement, he formed his own consulting business, "Labor Relations Services" and conducted seminars, training programs, and provided technical assistance throughout the U.S. to all Federal Agencies. He was recognized nationally as a renowned expert in Federal Sector Labor Relations by both Federal Managers and Labor Unions.
His hobbies included boating and traveling. Charles and Kathleen travelled all over the world together.
Charles was a member of Cherry Road Baptist Church in Memphis.
He is survived by one brother, James Elam (Joyce); one sister, Virginia Gilliam (Larry); one sister in law, Janie Elam; his niece, Stella Willburn (Steve); dear friend and neighbor, Donna Holmes; and a host of nieces, nephews, and cousins.
Charles was preceded in death by his wife, Kathleen Elam; his parents, Jasper Elam and Bonnie Elam Davis; and one brother, Adair Elam.
