Charles Richard Swain, age 67, passed away January 25, 2015 at Baptist Medical Center in Little Rock, Arkansas with his wife by his side. He was born December 15, 1946 in Memphis, Tennessee. After serving his country in the Army Reserves in the Medical Corps division for 5 years, Richard began a 40 year law enforcement career and way of life. Richard diligently worked his way through the ranks of the Shelby County Jail, Sheriff''s Office, and Narcotics Unit to retire in 2002 with full honors at the rank of Inspector over his Interdiction Unit. Richard and Pat moved to their property in the Pine Snag community, where he came to serve on the board of the local fire department and began a second law enforcement career serving Cleburne County. As Jail Administrator and Narcotics Investigator, Richard continually strove to make his community and county a better and safer place to live. In Richard''s time in Cleburne County, he also became a charter member of Grace Baptist Church, and was proud to serve as a deacon. He valued his worship and walk with God dearly and placed it foremost in his life.
