Our sweet mother, Phyllis Jean Blume Dillard Bailey, passed away on Tuesday March 3, 2026, in Vernon, TX. She was 92 years old. Jeanie was born on September 23, 1933, in Union City, IN. She was preceded in death by her parents Gerald Lee Blume and Vesta Merle James of Dayton, OH on February 28, 1976. She also lost her sister, Joyce Ann Wissinger of Littleton, CO on December 14, 2005, and is survived by a brother, Gary Lee Blume of Bartlett, TN.
In her youth Jeanie was an accomplished percussionist where she was a member of The Ohio Music Association where she won several awards from The Ohio State University and Miami University for playing the marimba. She was a good seamstress, quilter and crocheter.
On November 27, 1954, she married Ray Allen Dillard of Montgomery, AL. Jeanie truly modeled Proverbs 31. She and Ray ministered together for the Lord in their community and in their family. Blessed with a close family, Jeanie embraced togetherness and time spent with her parents, children and grandchildren, whom she loved deeply. She made every effort to be a part of family vacations, holidays and important milestones.
Ray and Jeanie raised two sons and two daughters: David Allen Dillard and his wife Ann of Martinsburg, WV, Jon Allen Dillard and his wife Sara from Weaverville, NC, Connie Lee Johnson and her husband Mike from Woodstock, GA, and Kristie Lee Thomas and her husband Todd from Vernon, TX. Our father Ray Dillard passed on January 21, 1998.
Jeanie then married a childhood friend, James Ray Bailey of Dayton, OH on February 1, 2002. After Jim's passing, she made a move to Vernon, TX to be with her youngest daughter, Kristie and also to be in a small town where she was able to drive until she was 90. She was a member of the Wilbarger Church of Christ, an avid reader and a bird lover. She was a Grandmother of 8 and a Great Grandmother of 14 who called her Grandmother and G-MOM.
